The importance of scaling-up testing to detect and prevent transmission
of COVID-19 cannot be overestimated. However, it can only be effective as
part of a whole-systems response. A systems approach is not just the
capacity to test at scale; it also means sharing data to refer every
positive test result for contact tracing and a fair isolation policy. All of
this must be designed as an integral component of health and public health
services, ensuring the best use of, and integration with, local systems.
