The Health System Response Monitor (HSRM) has been designed in response to the COVID-19 outbreak to collect and organize up-to-date information on how countries are responding to the crisis. It focuses primarily on the responses of health systems but also captures wider public health initiatives. This is a joint undertaking of the WHO Regional Office for Europe, the European Commission, and the European Observatory on Health Systems and Policies.

Covid-19 vaccination rollout: where is the vaccine, where is the patient, and who needs to know?

Following the rapid development of effective COVID-19 vaccines, countries are now facing the challenge of rapidly rolling out vaccination programmes to immunize the population and restore as much of normal life as quickly as possible. One of the biggest challenges has been building robust data systems to identify who is eligible for vaccination, to record who has been vaccinated (when, which dose, and with which vaccine), and to monitor any adverse events for ensuring vaccine safety. However, how can countries overcome fragmentation in existing data systems? What can we learn from decentralized countries like Belgium? Are the barriers to data sharing logistical or legal?
