4.2 Entitlement and coverage

The National Health Service (NHS) guarantees universal coverage and is financed mainly through general tax revenues. The provision of health care services is under the responsibility of the public sector and is guaranteed for Italian and foreign citizens officially residing in Italy. Undocumented immigrants are not formally entitled to receive care but can receive it in any health facility (there is no obligation on health personnel to notify the police of the patient’s status). Civil society organizations deliver services specifically targeted to undocumented immigrants. 

The NHS covers all essential health care services and all health care services deemed useful to manage the epidemic. Services should be delivered only according to need and not socio-economic or other individual conditions. Given that some departments have been downsized or closed, non-COVID-19 patients may encounter more difficulties in receiving non-urgent care.
