All services remain free at the point of use for Maltese residents and all eligible persons, under the Social Security Act. It was decided that in the interest of public health, all persons in Malta irrespective of residence or nationality, will be provided with free screening and medical services to any degree necessary. This is an exceptional circumstance in terms of the Health Act (http://www.justiceservices.gov.mt/DownloadDocument.aspx?app=lom&itemid=12112&l=1) due to the overwhelming public health interest in containing infection across the whole population including the most vulnerable and non-contributory sections. There is also a private provider offering testing for COVID-19 for a fee, in addition to the services that are offered by the state. Positive cases would then have mandatory follow-up by public health authorities.
