4.2 Entitlement and coverage

According to the Law on Healthcare Protection, (available online https://www.paragraf.me/propisi-crnegore/zakon-o-zdravstvenoj-zastiti.html) all insured citizens of Montenegro, as well as all migrants, are entitled to health services, including for COVID-19, free of charge.

Testing for COVID-19 is free of charge for all people (both insured and uninsured).

Payment for the treatment in public hospitals depends on the severity of the condition. According to the law, all life-threatening conditions are free of charge, while the treatment of non-life-threatening conditions is paid for by those without health insurance.

Regarding COVID-19, only COVID-19 related acute respiratory distress syndrome (ARDS) is considered as a life-threatening COVID-19 condition. In all patients – according to the law - medical care has to be provided regardless of the level of urgency, but afterwards, in non-life threatening conditions (including COVID-19 without a life-threatening state) the public health system will ask the patient for reimbursment.
